Martyniuk: “Truba Tapes” blew up the information space a few months ago. On those tapes the Director of the State Bureau of Investigation talked about several criminal cases, Truba gave instructions he did not have the right to, reported on the investigations’ progress to people he did not have the right to report to. But there was still one big question – are these recordings real?

Lukash: They have been published in an anonymous Telegram channel and the source’s credibility is definable. And that’s why we, as conscientious journalists, have long had to use the phrase “a voice similar to the voice of the Director of the SBI”. As awkward as it sounds, it was legally correct.

Popovich: even Truba himself used this phrase. What did he say? “The voice on the tapes is similar to mine, but in order to prove it, you need a phonoscopic examination”. So, – maybe it’s me, but you have to prove it!

What is a “resonant investigation”? The one where the names of high-ranking officials and politicians are heard? Well, then it’s name hunt. Name hunt is not carried out by employees of the State Bureau of Investigation.
When Roman Truba ranted in front of journalists on October 9, 2019, he did not know that the recording of this particular briefing would become a source of data for biometric analysis of the voice of SBI Director. The wiretapping scandal was more than a month away. The “Pipe has broke” Telegram channel was created on November 19. Unknown authors published the first ten files with recordings of conversations from Truba’s office. Subsequently, during December and January publications continued. Twenty files have been released so far. Some of the conversations’ content is already enough to bring a real sentence For example, a sacramental call to some “Andrii Yosypovych” – presumably, to Andrii Bohdan.

Andrii Yosypovych, I promise you that I will do everything! Look, just for you to understand: I have 25 investigators, I can’t fucking turn the whole country around with them. But this is a priority case for us!
What’s wrong with that? The Director of the SBI does not have the right to tell ANYONE about the progress of the Bureau’s Investigations. Even to Bohdan. And to promise someone that a certain case will be investigated as needed – it’s a definite crime. Roman Truba, a professional lawyer, knew this very well. Therefore, he never directly admitted that the voice on the recordings belongs to him.

Journalist: regarding voice. Is this your voice? Do you recognize your voice on recordings? Truba: do we understand, do you understand, that records can be compiled? Koshkina: maybe not. You insist on it because it is beneficial for you. Truba: So my answer is the following: the voice is similar. But whether it’s my voice or not, I can’t say. To do this, to answer your question clearly, you need to conduct a phonoscopic examination. Koshkina: the person does not know whether it is hir voice or not. Well I’m sorry, who will believe it?!
Roman Truba was evasive and did not respond directly but the requirement of phonoscopic examination is legitimate. You need to know exactly whose voice is on the tape. Therefore, we decided to conduct such an examination. And even something more! The usual phonoscopic examination could be done, for example, at the Kyiv Institute of Forensic Examinations. But who will believe Ukrainian experts if the case is political? That’s why our editorial team found a forensic expert in Canada.

I had a lot of different cases at the Centre of Forensic Sciences, but I continued where I started – research on voice identification. I have worked with all types of magnetic recordings – audio, video, all variants. But my focus has always been on voice identification.
Dr. Stevan Pausak is one of the leading experts in biometric voice identification in Canada. For more than twenty years, he worked at the Toronto Centre of Forensic Sciences, one of the largest institutions of this type in North America. Today, Stevan Pausak heads his own forensic company and has more than forty years of experience. He has repeatedly taken up the analysis of tapes that were of political significance, so he understands the degree of responsibility. Pausak analyzed the files published by the channel “Pipe has broke” twice. The first stage is conventional spectrography. It could be made in Ukraine. But the canadian expert has access to advanced technology – he conducted biometric voice identification.

The voice looks like handwriting, right? It’s just as individual. But the thing is, when you try to digitize a person’s handwriting, and digitize its voice, you need a thousandfold more computer time for the voice than for the handwriting.
In short, “phonoscopic examination” is very human-dependent. Two experts on the basis of the same set of data can come to different conclusions, because in the end the voice is analyzed by a person. “Biometric identification” is more reliable. For many years, this was a secret technology, only the intelligence services of the United States, Canada, and Great Britain had it. For biometric identification of Roman Truba’s voice, you have already used the SBI Director briefing recording of October 9. It was compared to recordings of alleged “wiretapping”.

I’m there, rather, economics and politics… in these matters. But there is also an economy… that is, if you say so, we will organize such cases. The most important thing for me is to be effective and get results from this.
We had to wait for the results of the examination quite some time, and they surprised us. So, the results were expected but still-amazing. You will find out about them in a few minutes.
Accurate voice identification is extremely important. Voices on the recordings say that the State Bureau of Investigation can open and close any criminal proceedings at the instruction of the President’s Office. It’s not about morality, it’s about crime!

This means that the head of the SBI is not independent, does not conduct an investigation, and he is a puppet, a political figure who coordinates all actions outside of his powers, gives the right to make decisions to people who can’t actually do it, this means that the goal of pre-trial investigation is leveled from the start.

We are always subjects that monitor public wiretapping issues. 01.35 SKL 01.50 We see how the heads of various commissions were wiretapped, or the high-level officials, political figures of the state. But, have we ever in Ukraine received truly expert conclusions about the authenticity of the tapes and verification of who is speaking?
We can’t pinpoint the origin of the records because we don’t have access to the originals. But it was quite possible to identify the speaker. We waited more than a month for the results of the work of canadian expert Stevan Pausak and it was worth it.

The probability is very high. Extremely high, I would say. I think I’ve had very few cases where a match would be as reliable as this one. This is mainly because you have so many samples of his voice.
Five files were selected from the entire array of records for analysis. here is a table with the results of a biometric comparison of these files with the voice of Roman Truba. Here’s what’s going: the most important indicator of biometric identification is the probability coefficient, the ratio of similar and dissimilar features. If this coefficient is more than one hundred, identification is successful. You can see – in the Truba files these coefficients are not just more than a hundred, some are significantly higher: six hundred, six and a half thousand, seven thousand. Expert’s conclusion: Roman Truba’s voice is on these recordings. And no slips of the tongue!
Kasim: so, dear colleagues, I can congratulate you and all other Ukrainian journalists. From now on, we can abandon the infamous phrase “a voice similar to the voice of the Director of the SBI”. We can say that it was Roman Truba’s voice that sounded on the recordings.
Lukash: Once again: if the probability coefficient is more than a hundred – Truba is on these tapes. And there are some places with more than six thousand, even seven. Well, that is an iron-solid match.
Popovych: in DNA tests, this coefficient should be more than a thousand. Therefore, if we conducted a paternity test, any Ukrainian court would recognize Roman Truba as the father. But he claims that records can be compiled, that is, cut from different parts.
Martyniuk: Truba’s voice, that’s for sure now. But we had to find out – how do his conversations relate to reality?? Did the events they discussed actually happen?
Popovych: Actually, everything that happens on the tapes can be compared with real events. In particular, with the most scandalous period of activity of the Bureau, when according to the statements of “ordinary citizens” it began opening proceedings one by one regarding the 5th President Poroshenko.

Аs of today, the SBI is investigating 11 criminal proceedings on the applications from various citizens about possible illegal actions of senior officials of our state. This proceeding vary from the legalization of income obtained in unlawful way to possible interference in the activities of judges.
“Applications from various citizens” are, first of all, numerous applications by Andrii Portnov, with which he began attacking the SBI in May, immediately after the second round of the presidential election.
PORTNOV Friends, today Poroshenko officially lost immunity from criminal prosecution and an hour ago we sent the first application about the crime to the State Bureau of Investigation.
During the two summer months, Portnov sent 6 similar application to the SBI, on !every! the Bureau initiated proceedings.
Аs of today the SBI is investigating 11 criminal proceedings.
In each of the 11 – Poroshenko is listed as a witness. Portnov closely monitors the progress of investigations and in a race with investigators informs the ex-President about the interrogations. In his Telegram channel: I remind you that tomorrow at 15-30 Poroshenko will be interrogated by the State Bureau of Investigation. I hope that if the defendant does not appear, a request for his compulsory delivery will be sent to the court by the end of tomorrow. It is on this fragment of “Truba tapes” that the ex-Director of the SBI reports in detail on the results of the briefing. His interlocutor is some “Andrii Yosypovych”, in fact, this is the name and patronymic of the head of the President’s office, Andrii Bohdan. Judging by the context, Truba was given a clear task to officially and as media as possible declare the Poroshenko cases. It is not only Portnov who should play the trumpet in Telegram…
Well, yes, there were enough journalists, I think plus or minus it will spread around the media.

It was was such a PR activity, stories about someone summoning somebody but all the time there were problems, but in general this whole so-called process happens in the media, on the Internet in terms of PR activity. And by the way, as far as I understand, the records confirm this.
However, long before the publication of the channel “Pipe has broke”, specifically in September last year, the head of the SBI found sound recording equipement in his own office. Then, having discovered the wiretap, among other things Truba in his own Telegram channel reported: saying, do not expect a sensation.
There is nothing interesting about me on the recordings but about the state of the proceedings that we discussed with the investigators – yes. Including resonant ones.
But Stirlitz has never been so close to failure. Truba himself admitted in the Telegram that he discussed the process of proceedings with investigators. Even before the scandalous tapes became public domain. And such actions of the SBI Director directly contradict the criminal code.

Roman Truba, when he was the Director of the SBI, he was not the head of the pre-trial investigation body by his status in regards to the criminal procedure code. Accordingly, he had no right to interfere in any way with the activities of investigators in specific cases, and most importantly, these published records confirm that
Popovych: That means that Roman Truba not only gave instructions to investigators regarding their criminal proceedings, although he had absolutely no right to do so, he also discussed them with people from the President’s office. Namely with Bohdan. If we take into account that Bohdan was an assistant to the people’s deputy Portnov then I have no questions regarding how the latter received secret information.
Martyniuk: I don’t fully understand this conflict. Why Truba could not discuss details of the proceedings with investigators? How can he then manage a law enforcement agency at all?
Kasim: the point is that Truba was not the head of a law enforcement agency. Until this latest adopted law on SBI, which actually fired Truba, the Bureau was not a law enforcement agency. It had the status of a “Central Executive Authority”.
Popovych: There is still a delicate question. The head of a law enforcement agency, of course, can discuss the progress of investigations with his subordinates. But even he does not have the right to give instructions to the investigator or to conduct any investigative actions for him, close the proceedings.
Martyniuk: And on the tapes Truba said exactly such things. He closes and opens cases there on instructions from the President’s Office…
Lucash: One such episode caught my interest in that wiretapping – that was the only file where there was the sacred name “Benia” (Kolomoiskyi). I analyzed it in detail and it turned out that the SBI solved purely business problems. Behind small, at first glance, episode there was an entire story of billions of hryvnias hiding!.

What could be so embarrassing for a scandalous oligarch to call Bohdan directly? And what did he ask for? Let’s start with the story of TSN – it was Udovychenko who showed it to Truba on his smartphone.

In the port of Mykolaiv liquid has been arrested, with which private companies produced the mixture and sold it as fuel to Ukrzaliznytsia and the Ministry of Defense.
In June of 2019, the Dnipropetrovsk tax specialists raided the Mykolaiv port. On the spot, they arrested the base oil – the same mixture from which fuel is produced.
The formal reason was tax evasion by one of the companies from the Dnipropetrovsk region and the same basic oil was arrested as evidence. However, the uninvited guests were met with resistance on the spot. the legality of actions is being checked… It is not only lawyers who check the strength of the tax authorities. representatives of the State Bureau of Investigation just during a search in Mykolaiv summon them for interrogation.
When tax officers from Dnipro arrested 11 thousand tons of base oils in port, its owners called the Mykolaiv branch of SBI for help. This episode was discussed in the office of the Director of the SBI.

Viktoria Basalaieva is the Director of the Territorial Department of the SBI in Mykolaiv. And oh miracle, the local SBI has never mentioned this case since June. Did the call from “Closest one” really do the trick?
To hell with them cases no one would ever have remembered if Udovychenko had not repeated something “personal” several times in connection with ”Benia”.

Neither the Dnipropetrovsk companies from this case, nor the Mykolaiv had any relation to Kolomoiskyi. Why this story is of his own interest became clear just in two months after scandalous opposition of the Dnipro tax authorities and the Mykolaiv SBI.
Since June, the import of petroleum products through the port of Mykolaiv is practically not carried out, as well as fuel through the port of Pivdennyi.
See what the trick is. It doesn’t matter who owns the fuel. At the time of the arrest, it was located in the reservoirs of the oil terminal of the Mykolaiv port. And it’s still under arrest. Together with the alleged smuggling of fuel, the work of the entire oil terminal has been blocked!
As a result – the Mykolaiv port is simply paralyzed, ithas left the list of leaders of oil products import to Ukraine! And the reason for this was the same case which “Benia personally agreed with Andrii”. Where did the fuel that was previously unloaded in Mykolaiv go? To the Privat group terminals in the Odesa and Black sea ports. And this is how Kolomoisky controlled more than 80% of all oil product deliveries in Ukraine.

Lukash: They didn’t care about that allegedly smuggled oil. The arrest was actually imposed on an entire oil terminal and it was withdrawn from the market! Without exaggeration, one call to Bohdan from “Benia” solved the case of billions.
Martyniuk: As one of the parties in the tapes said: “we are building relations here bit by bit with the new leadership of the state.” The decision-making center was located outside the SBI. Truba just executed them.
Lukash: From what I heard on the recordings, the name of Andrii Bohdan was mentioned the most. And directly to the Truba these instructions were escalated by Bohdan’s Deputy – Smyrnov. That is, the decision-making center of the SBI was located in the office of the President.
Popovich: so he may still be there, because only Truba was fired. Both Bohdan and Smyrnov are still working. Who can guarantee that even today they do not set their “big tasks” to the new Director – Iryna Venedyktova?
Martyniuk: Venedyktova, by the way, is still in the status of a Director with a prefix “acting”. And until recently, she was a deputy from the “Servant of the People”. Unlike Truba, who was appointed to the SBI based on the results of competition, Venedyktova was transferred to the SBI chair directly from the Parliament hall. And she is a very convenient figure for the Ze-camp. But how long will this situation last?
Kasim: Yes, she should work until a new Director is elected at the competition. But this is purely theoretical. It was interesting for me to find out if Roman Truba himself could be punished.
Iryna Venedyktova is the new acting Director of the SBI since December 27. Until recently, the people’s deputy from the “Servant of the People”, she is much closer to President Zelenskyi than Roman Truba could dream to be. The temporary status should not mislead, – Venedyktova has already gave up the deputy mandate and aims for the position of full-time Director of the SBI. But the SBI is now something much bigger than it was in the days of the Truba. The Bureau received the status of a full-fledged Law Enforcement Agency, and its Director became the sole head.

At a briefing in the Ukrainian House, lawyers from public organizations sum up the results of the work of the SBI for two years. The conclusions are disappointing. It’s still not clear what the SBI will look like under Venedyktova. From what was the SBI was under Truba – quite sad already. The tapes put an end to his reputation.

And I give it ninety-eight percent, because I know the speech style, because I talked to him for hours, I know what his voice timbre is like and what he’s talking about.
Сan the former Director of the SBI himself be held responsible? We are trying to call Roman Truba immediately after the briefing in the Ukrainian house but he disappeared not only from the media space but communication one too.
Kasim: in total, Roman has four numbers and so far all of them are disabled. – Your call is being forwarded to the answering machine, please wait… Kasim: And this one is disabled, well, the last attempt is the last number of Roman Truba out of four. – The subscriber is currently unavailable. Disappeared or not, but there are those who will not let Truba rest. The people’s deputy Oleksii Honcharenko from “European Solidarity” said that the mere dismissal is not enough.

Yes, we changed Truba and Truba is no longer the head of the SBI. But we can’t just leave this story, because otherwise the new Head will work in the same way. And the example of Truba should be indicative. We must not just change Truba himself but change the system. You know, as they used to say in the Soviet Union, there was an anecdote that “it’s not the pipe that needs to be changed but the whole system needs to be changed.” And this is very important.
Honcharenko together with several people’s deputies wrote a statement to the GPU. The motivation was simple: there is information in the media, such records have been published, please investigate.

In addition to the proceedings in the National Police, separate investigations were initiated by the NABU and the SBI – forced through the court. But the main question – whether at least one of these cases will go to court. The SBI of Truba appears as a terrible body on the recordings – the Director organizes political persecution, opens and closes cases at Bohdan’s discretion.

I can say the names that were mentioned – there were Poroshenko, or Suprun and when the deadlines are set to make any procedural actions, or declare suspicion and this is not done by the body itself,but by people who do not have the right to do this, who hold other positions – this is political persecution. This is unacceptable. But. The Criminal Code is structured in such a way that it does not refer to major crimes in this format. Because in general, it is difficult to imagine such a level of cynicism in a legal state.
We have proved that it is quite possible to establish the authenticity of records if desired. We have proved that the voice of Roman Truba is heard on the tapes. But, perhaps, he will not be punished for that – it is proved by the history of Ukraine.
Kasim: for me, Truba is a tragic figure. That’s when he obligingly promised Bohdan: Andrii Yosypovych, I will do everything, thank you, thank you, thank you – he did it not because he was a crook, he hoped to earn the favor of the Ze-team.
Martynyuk: But it didn’t work out! At one point, he was just bailed out – just like that!
Lukash: He was bailed extremely easily! And that is why he can easily fall under under criminal responsibility – no one will protect Truba too much at Zelenskyi’s.
Popovich: well, both Bohdan and the company should have shared responsibility with him. Can you imagine Venedyktova or Bakanov calling Bohdan for interrogation?
Martynyuk: I can imagine the Interrogation, but to declare suspicion – no. In any case, the story of Truba should become an example for all law enforcement officers. You can run and perform any whim of any power. But then you will be thrown away to the street and you will have to deal with the consequences on your own. And no one will help you.
