15 countries made new commitments to help Ukraine: Shmyhal summed up the new “Ramstein”

Today, December 16, during a meeting of the Contact Group on Defense of Ukraine in the Ramstein format, the countries made new commitments to support.

This was announced by Defense Minister Denys Shmyhal.

He emphasized that in 2025, the partners pledged to allocate almost $5 billion to Ukrainian defense production, and about the same amount to the purchase of American weapons.

“Both indicators have become record highs, and we aim to maintain this momentum in 2026,” Shmyhal noted.

According to him, during the last meeting, Ukraine received commitments from 15 countries, in particular:

Germany

  • plans to allocate 11.5 billion euros in 2026 to support Ukraine’s defense, focusing on air defense, UAVs, and artillery fire;
  • has already delivered the new Patriot and IRIS-T systems.

Great Britain

  • strengthening Ukraine’s air defense capabilities by £600 million using Russian frozen assets, partner funds, and its own budget in total in 2025.

Canada

  • will provide an additional 30 million Canadian dollars for Ukrainian drones and AIM-9 missiles;
  • will supply electro-optical sensors and other military assistance.

Netherlands

  • will allocate 700 million euros for UAVs, including 400 million euros for Ukrainian-made drones.

Montenegro

  • is preparing a contribution to PURL and the NSATU fund in support of Ukraine.

Denmark

  • is preparing a new contribution to PURL with a focus on Ukraine’s aviation capabilities;
  • will provide a support package of 250 million euros – drones, air defense, and aviation support.

Estonia

  • will be maintained at a level of no less than 0.25% of GDP — 142 million euros;
  • will contribute 9 million euros to the IT coalition.

Latvia

  • will continue to maintain at a level of no less than 0.25% of GDP — 110 million euros, focusing on UAVs, electronic warfare, and PURL.

Lithuania

  • in 2026, it will allocate more than 220 million euros for military support for Ukraine at a level of no less than 0.25% of GDP, including contributions to PURL, the Patriot for Ukraine program, the “Czech initiative” and the demining coalition.

Luxembourg

  • will allocate 100 million euros in 2026 to support Ukraine;
  • will make a second contribution of 15 million euros to PURL.

New Zealand

  • will contribute $15 million to the PURL initiative.

Norway

  • about $7 billion in total military assistance in 2026;
  • contributions to support American air defense systems and the “Czech initiative.”

Poland

  • plans to transfer 155mm shells;
  • seeks to implement joint projects with Ukraine within the framework of SAFE.

Portugal

  • will contribute to the “Czech initiative”;
  • will transfer 10 million euros for UAVs.

Czech Republic

  • Within the framework of the “Czech initiative” for 2026, the supply of 760 thousand artillery shells has already been financed.

As a reminder, the United Kingdom announced a record amount of aid to Ukraine for the year to strengthen air defense – 600 million pounds sterling will be allocated for these needs.

Previously, Germany transferred to Ukraine two Patriot air defense systems , which were promised back in August, as well as the ninth IRIS-T system.
