2026 Entry Details: No Motivational Letters and a Limit of 10 Applications

In 2026, applicants will no longer be required to write motivation letters when applying to higher education institutions. At the same time, a limit of 10 applications will be introduced.
The Ministry of Education and Science of Ukraine reported this.
New rules for entry
The Ministry of Education and Science has published a document with updated terms for the 2026 admissions campaign. Key changes include:
- cancellation of motivation letters
- setting a limit of up to 10 submitted applications
- the possibility of accepting the results of European examinations instead of the National Multisubject Test
A system of priorities for admission to master’s programs is also being introduced, including a contract-based form of study.
Individual innovations
The Ministry reported that the creative competition coefficient for most creative specialties has been increased to 0.7.
Furthermore, all interviews and competitions are planned to be held in person. Exceptions are provided for certain categories of applicants, including those residing in temporarily occupied territories, serving in the military, or representing Ukraine in international competitions.
What’s wrong with NMT?
In 2026, the National Multi-Subject Test will consist of three compulsory subjects:
- Ukrainian
- mathematics
- history of Ukraine
Applicants will be able to choose another subject independently.
For entry, it will also be possible to use the results of the NMT for previous years – 2023, 2024 and 2025.
