Key Provisions of the Alleged Draft US “Peace Plan”
General Principles

Ukraine’s sovereignty will be formally recognized.

A full and binding non-aggression agreement will be signed between Russia, Ukraine, and European states, with all disputes of the past 30 years considered resolved.

Russia pledges not to attack neighboring countries, while NATO commits not to expand further.

Under US mediation, a Russia–NATO security dialogue began, aimed at de-escalation, strengthening global security, and expanding opportunities for cooperation and economic development.

Ukraine will receive security guarantees.
Military and Security Arrangements

The size of the Ukrainian Armed Forces will be capped at 600,000 personnel.

Ukraine will enshrine in its Constitution that it will not join NATO, while NATO will formalize that Ukraine will not be admitted in the future.

NATO will not deploy troops on Ukrainian territory.

European fighter jets will be stationed in Poland.
US Guarantees

The United States will receive compensation for providing security guarantees.

If Ukraine invades Russia, the guarantee is forfeited.

If Russia invades Ukraine, a decisive coordinated military response follows, all global sanctions are reinstated, and recognition of new territories or benefits under the agreement is revoked.

If Ukraine launches an unprovoked missile strike on Moscow or St. Petersburg, the guarantee becomes invalid.
European Integration

Ukraine remains eligible to join the EU and receives short-term preferential access to the European market while membership is under consideration.
Global Recovery Package for Ukraine
Includes but is not limited to:
a. Creation of the Ukraine Development Fund for investment in high-growth industries (technology, data centers, AI).
b. Joint work with the US to restore, modernize, and operate Ukraine’s gas infrastructure.
c. Reconstruction and modernization of war-affected regions, cities, and residential areas.
d. Infrastructure development.
e. Mining and natural resource extraction.
f. A special World Bank financing package.
Reintegration of Russia into the Global Economy
a. Gradual lifting of sanctions, case by case.
b. A long-term US–Russia economic agreement on cooperation in energy, natural resources, infrastructure, AI, data centers, rare-earth mining in the Arctic, and other sectors.
c. Russia’s return to the G8.
Frozen Assets

$100 billion of frozen Russian assets will be invested in Ukraine’s reconstruction under US leadership; the US will get 50% of the profits.

Europe contributes an additional $100 billion.

European frozen assets will be unfrozen.

Remaining Russian assets to US–Russia investment fund to expand shared interests and prevent renewed conflict.
Security Mechanisms

A joint US–Russia security working group will monitor implementation.

Russia will adopt legislation on non-aggression toward Europe and Ukraine.

The US and Russia will extend nuclear non-proliferation and arms control treaties, including START I.

Ukraine reaffirms its nuclear-free status under the NPT.

The Zaporizhzhia NPP will operate under IAEA supervision; electricity output split 50/50 between Ukraine and Russia.
Societal and Educational Commitments
Both countries will adopt programs promoting tolerance and mutual understanding:
a. Ukraine will implement EU norms on religious tolerance and protection of linguistic minorities.
b. Both sides will abolish discriminatory measures and guarantee the rights of Ukrainian and Russian media and educational institutions.
c. Nazi ideology and related activities will be banned.
Humanitarian Measures
a. Exchange of all prisoners and bodies on an “all for all” basis.
b. Return of all detained or abducted civilians, including children.
c. Family reunification programs.
d. Measures to alleviate the suffering of war victims.
Political Provisions

Ukraine will hold elections 100 days after signing the agreement.

All parties receive full amnesty for wartime actions and renounce future claims.

The agreement is legally binding, monitored by a “Peace Council” led by Donald Trump, with sanctions for violations.
Ceasefire
Once the memorandum is approved, a ceasefire will take effect immediately, with both sides withdrawing to the agreed positions to begin implementing the agreement.
