71% of Ukrainians believe corruption has increased during the war, according to a KIIS poll.

Most Ukrainians believe that the level of corruption in the country has increased since the full-scale invasion began.

This is stated in a survey conducted by the Kyiv International Institute of Sociology (KIIS) .

In September 2025, 71% of citizens stated that corruption in Ukraine had increased.

Another 20% believe the situation hasn’t changed, while 5% noted an improvement. Even among those who trust President Volodymyr Zelenskyy, the majority also report increased corruption.

KIIS Executive Director Anton Grushetsky noted that public perception is shaped not only by actual events but also by the information space. He argued that the intensified fight against corruption and active media coverage of cases can create the impression that the phenomenon is spreading.

The KIIS survey was conducted from September 19 to 28, 2025, among 1,029 respondents across Ukraine.
