9 out of 100 points: experts consider the progress of the implementation of the “Kachka-Kos plan” to be critically low
Experts believe that the progress in implementing the “Kachka-Kos plan,” 10 priority European integration reforms, is extremely low.

Experts rated the progress at 9 points out of a possible hundred. In particular:
- Criminal Justice — 2 out of 20 points. Despite the preparation of amendments to the Criminal Procedure Code, the draft law remains unpublished, while the quality of the changes cannot be assessed due to the closed nature of the regulatory act development process.
- Ensuring NABU’s access to independent forensic expertise — 0.5 out of 10 points. The bureau lacks the necessary safeguards against undue influence, and the creation of a specialized Center did not guarantee access to independent expertise for investigating top corruption.
- International experts in the competition for the HQCJ — 1 out of 10 points. The cleaning of the judicial system is blocked by the fact that deputies have not considered a bill for almost a year to restore the participation of international experts in the selection of judges for the qualification commission.
- Adoption of the Anti-Corruption Strategy and the Anti-Corruption Strategy by the end of June 2026 — 0.5 out of 10 points. Remarks from some departments are slowing down the approval of the Strategy for 2026-2030.
- Strengthening the system of internal control and protection of whistleblowers — 0.5 out of 10 points. To protect individuals who report abuse, the whistleblower portal requires significant refinement.
It is worth noting that progress in implementing a number of other items remains at a critically low level: selection of the Prosecutor General – 0 out of 10 points; selection for senior positions in the prosecutor’s office – 0.5 out of 10 points; reform of the State Bureau of Investigation – 1 out of 10 points; new judges of the Constitutional Court of Ukraine and members of the Supreme Judicial Council – 1 out of 5 points; integrity of judges – 2 out of 10 points.
“The overall low score of 9 points is primarily due to the declarative nature of many steps and the lack of public access to the texts of key draft laws. We are convinced that in order to successfully advance towards the EU, the government must abandon the backroom preparation of documents, and the Verkhovna Rada must finally gather and adopt the necessary laws,” explained Andriy Borovyk, Executive Director of Transparency International Ukraine.
Earlier, Poroshenko stated that the Verkhovna Rada should adopt draft laws on the “Kachka-Kos Plan” at the upcoming meetings and ensure full funding from the European Union under the Ukraine Facility program.
