90% of Ukrainians consider criticism of the government necessary even during war
The vast majority of Ukrainians are convinced that even during war, the government should remain under public control. Therefore, criticism of the political elite is completely permissible.
This is evidenced by the results of a new survey by the Kyiv International Institute of Sociology (KIIS).
According to the survey, 90% of Ukrainians believe that the government should be criticized, while only 8% of respondents are sure that it should not be done. This indicator has changed significantly over the past year: in 2024, 13% of those who opposed criticism of the government were.
Interestingly, among those who support the right to criticize, the majority – 58% – advocate a balanced and constructive approach to avoid destabilizing the situation in the country. Another 32% of respondents believe that the government should be criticized harshly and uncompromisingly.
It should be noted that earlier a KIIS poll showed that the majority of Ukrainians are convinced that the level of corruption in the country has increased since the start of the full-scale invasion . In September 2025, 71% of citizens held exactly this position.
