A 23-year-old man was shot dead in the Odessa region while trying to flee abroad

The State Bureau of Investigation has opened criminal proceedings after an incident on the Ukrainian-Moldovan border in the Odessa region, where a man died while trying to illegally leave the territory of Ukraine.

This was reported by the press service of the State Bureau of Investigation.

According to preliminary information, on the evening of September 1, a border patrol unit spotted two people climbing over engineering barriers and heading towards the border with Moldova. The violators did not respond to demands to stop, after which the border guards fired warning shots.

Later, the body of one of the men, a 23-year-old resident of Kharkiv, was found nearby. According to the investigation, death occurred as a result of a gunshot wound incompatible with life. The deceased had a foreign passport and personal belongings with him. Another fugitive was detained at the scene.

SBI investigators promptly arrived at the scene. As part of the proceedings under Part 3 of Article 365 of the Criminal Code of Ukraine (“Excess of authority or official powers by a law enforcement officer”), the area was inspected, material evidence was seized, including the weapon from which the shots were probably fired. Border guards and witnesses were also questioned.

A pre-trial investigation is currently underway, examining all the circumstances of the incident, including the legality of the use of weapons during the pursuit.

Procedural management is provided by the Odesa Specialized Prosecutor’s Office in the Field of Defense of the Southern Region.

As reported, the Cabinet of Ministers of Ukraine is initiating amendments to the Criminal Code, whichpropose establishing criminal liability for violation of the established terms of stay outside the country by military conscripts.
