Reserve+’ Now Offers Draft Deferral for Families with Disabilities: How to Apply

Starting August 5, 2025, the Reserve+ app introduces a new feature allowing spouses of persons with disabilities (Group I or II) to apply for a mobilization deferment, expanding access to protection through a service that already processes 40% of deferment requests nationwide.
This was reported by the press service of the Ministry of Defense.
The Reserve+ mobile application, which has allowed Ukrainians to apply for deferment from mobilization since November 2024, has expanded its functionality. A new deferment category is now available for the spouse of a person with a disability of Group I or II.
This decision aims to protect socially vulnerable families where one partner requires constant support and care. From now on, such citizens can submit applications remotely, without needing to visit a territorial recruitment center in person.
The application process remains simple and user-friendly:

Open the Reserve+ app and tap the three-dot menu on the home screen.

Select “Request a deferment.”

Choose the appropriate category: “Spouse of a person with a disability (Group I or II).”

Wait for a notification with the result of the verification and confirmation of the deferment.
To qualify for a deferment under this new category, two key conditions must be met:

The disability must be officially registered in the Unified Information System of the Social Sphere or in the Pension Fund of Ukraine.

The marriage must be officially registered in the State Register of Civil Status Acts.
Only if both conditions are fulfilled can the system verify eligibility and automatically issue the deferment.
Since its launch in November 2024, the Reserve+ application has become a key digital tool for interaction between citizens and the mobilization system. Today, 40% of all deferment requests are submitted through the app.
The introduction of this new deferment category marks another step toward a more socially conscious and digitized approach to mobilization tracking. For many Ukrainian families where one spouse has a disability, it provides an opportunity to maintain stability and deliver essential care to those who need it most.
As you know, since the fall of 2024, the Reserve+ application has had the ability to apply for an electronic deferment from mobilization, though not yet for all categories. Other conscripts must contact the territorial recruitment centers (TCK) and apply for a deferment there.
It was previously reported that in early August, the Reserve + mobile application will allow conscripts to pay a fine for failing to appear for military service.
Recall that earlier, the Reserve+ application introduced the ability to pay a fine online for failure to update personal data by July 16, 2024.
