A new deputy from the Servant of the People party has arrived in the Verkhovna Rada

On September 15, Olena Slobodyan took the oath in the Verkhovna Rada and assumed the powers of a people’s deputy from the Servant of the People party.
This became known from the broadcast of the parliament session.
Back on September 4, the Central Election Commission recognized Slobodyan as an elected people’s deputy after the early termination of the powers of Andriy Zhupanin and Ostap Shypayl.
Together with her, the CEC recognized Andriy Misyats as an elected people’s deputy. In the 2019 parliamentary elections, Slobodyan and Misyats were included in the list of “Servants of the People” under No. 166 and No. 167, respectively.
What is known about Olena Slobodyan?
According to the Chesno movement, Slobodyan graduated from the Khmelnytskyi University of Management and Law, and later studied at the graduate school of the same institution.
She defended her thesis on patent protection of inventions in the field of biotechnology. Her scientific supervisor was the current Speaker of the Verkhovna Rada, Ruslan Stefanchuk.
In 2021, Slobodyan headed the secretariat of the Chairman of the Verkhovna Rada after Stefanchuk was elected speaker.
In June 2026, President Volodymyr Zelensky awarded her the title of Honored Lawyer of Ukraine.
In July, the resource “Plagiarism and Falsification in Scientific Works” reported on alleged incorrect borrowings in Slobodian’s dissertation, in particular from Russian scientific works. Slobodian herself and Ruslan Stefanchuk did not publicly comment on these allegations.
As a reminder, in November 2025, a new deputy from the Servant of the People party, Dmytro Slynko, was sworn in in the Verkhovna Rada. The CEC recognized him as elected on the party list after a seat in parliament became vacant.
