A new tax amnesty is being prepared in Ukraine: what is known

The State Financial Monitoring Service is developing a draft law on a new tax amnesty.

This was reported by People’s Deputy Olga Vasilevska-Smaglyuk.

According to her, the document has already gone through several stages of consultations with the Council of Europe’s MONEYVAL expert committee, which assesses compliance with international standards in the field of combating money laundering.

As the deputy noted, during the discussion, European experts expressed a number of comments, in particular regarding financial monitoring mechanisms. In this regard, the State Financial Monitoring Service is allegedly preparing an updated version of the draft law. Currently, the document has not been made public, and its content remains unknown.

Vasilevska-Smaglyuk suggested that the preparation of a new tax amnesty may be related to the upcoming adoption of a law on virtual assets, which should regulate the cryptocurrency market and the procedure for their taxation.

She also drew attention to the fact that, according to expert estimates, Ukrainians may be storing over 60 billion US dollars in cash. At the same time, according to the NACP, the declarations of officials for 2025 indicated crypto assets worth almost 839 million hryvnias.

According to the MP, these figures reflect only a small part of the real volume of assets. She recalled that six years ago, Ukrainian officials declared over 46,000 bitcoins, which at the current exchange rate are estimated at approximately $3 billion.

In her opinion, the new tax amnesty may provide for the possibility of legalizing assets of unconfirmed origin after paying 5% of their value to the state budget.

It was previously reported that the Government Council on Prevention and Counteraction to Money Laundering found that the State Financial Monitoring Service had violated the deadlines for preparing the report on the results of the fourth National Risk Assessment (NRA). Conducting this assessment is one of Ukraine’s key obligations within the framework of the implementation of the Ukraine Facility program.
