The government has approved a bill that will grant status to individuals who were involved in the defense of Ukraine but did not participate in hostilities.

This was reported by the press service of the Ministry of Veterans Affairs.

The draft law regulates the status and rights of citizens who contributed to strengthening the state’s defense capabilities but did not participate in hostilities.

In particular, this concerns those who:

  • ensured the functioning of military infrastructure;
  • supported the units;
  • performed logistics, communications, or other critical defense tasks.

The Ministry explained that granting such individuals the status of war veteran would not be fair, as it would devalue the contribution of those who participated in the battles.

“Therefore, the bill proposes to create a separate, officially established status that recognizes the unique contribution of this category of citizens,” the ministry explained.

The draft law proposes to regulate the concept and content of the statuses: “involved person”, “involved person with a disability”, as well as “family member of a deceased involved person”.

The draft law also has:

  • determine the categories of citizens who are entitled to such status;
  • to regulate the procedure for granting status;
  • provide state guarantees for such citizens.

“The draft law will allow us to officially recognize the contribution of thousands of citizens who, without being directly on the front lines, performed important tasks to protect Ukraine, and provide them and their families with appropriate social guarantees,” the Ministry of Veterans Affairs noted.

Previously, the Ministry of Education and Science of Ukraine, together with the Ministry of Veterans Affairs, announced that they plan to involve veterans in teaching “Defense of Ukraine” in schools .
