Accelerated procedure: European Parliament brings multi-billion loan to Ukraine closer

The European Parliament supported the use of an accelerated procedure to consider the issue of providing Ukraine with large-scale financial assistance – a loan worth 90 billion euros.
As Hromadske Radio correspondent Tetyana Litvinova reports from the plenary session of the European Parliament in Strasbourg, the decision was made by a show of hands. The introduction of an accelerated procedure allows for significantly shortening the standard stages of consideration and moving immediately to the final vote.
This is a decision of the EU Council within the framework of the enhanced cooperation mechanism, which was joined by 24 EU member states. The Czech Republic, Hungary and Slovakia are not participating in it. The document provides for the provision of a loan to Ukraine, which will be guaranteed by joint EU debt obligations and supported by the European Union budget. The vote on the substance of this decision is scheduled for Wednesday.
In addition, MEPs agreed in two separate votes to apply the fast-track procedure to legislative initiatives to launch the “Credit in Support of Ukraine for 2026-2027” and to changes to the Ukraine Facility. If these proposals are supported, a final vote on them could take place as early as February.
As a reminder, the European Parliament is preparing to approve the so-called reparations loan to Ukraine under an accelerated procedure after the decision of EU leaders to use frozen Russian assets.
