Aid is melting: Allies are rapidly reducing support for Ukraine in 2025

Military support for Ukraine in 2025 risks becoming the lowest since the start of a full-scale war.
This is warned by the German research center Kiel Institute, which monitors the volume of military, financial, and humanitarian assistance from allies.
Before the change in US policy after Donald Trump returned to the White House in January 2025, Washington provided more than half of all military support to Kyiv. European partners made up for this gap for a while, but later the pace of their assistance began to decline.
“Based on the data available as of October, Europe has failed to maintain the momentum of the first half of 2025,” said Christoph Trebes, head of the research team. According to him, if the current slowdown continues, 2025 will be the year with the lowest volume of new commitments to support Ukraine since 2022.
In the first ten months of 2025, Ukraine received 32.5 billion euros in military aid, mostly from European countries. In order to reach even the lowest annual figure of the war period — 37.6 billion euros in 2022 — allies would need to allocate more than 5 billion euros in the last two months. And to reach the average level of support for 2022–2024 (41.6 billion euros), more than 9 billion euros are needed.
Despite this, from July to October, partner countries channeled an average of only about 2 billion euros per month.
According to the Kiel Institute, France, Germany and the UK have significantly increased their military aid – in some cases doubling or even tripling it. Italy, on the other hand, has cut support by around 15%, and Spain has not announced any new packages at all in 2025.
As reported, Ukraine will receive more than $70 million in additional military support from the governments of Australia and New Zealand. The funding is aimed at strengthening air defense, providing ammunition, and supporting international arms supply initiatives.
