Albania appoints world’s first minister created by artificial intelligence

Albania has made history as the first country in the world to introduce a minister created by artificial intelligence into its government. The virtual official, named Diella, will be responsible for public procurement and overseeing the transparency of tender procedures.

Albanian Prime Minister Edi Rama announced the appointment during the Socialist Party congress in Tirana on September 11. It was there that he introduced Diella as “the first member of the government who does not physically exist, but is created with the help of artificial intelligence.”

He said that decisions on government tenders would now be made by Diella. Rama stressed that this move should make the procurement system “100% corruption-free and completely transparent.”

The name of the virtual minister translates from Albanian as “sunlight.” Diella was previously known to citizens as a virtual assistant on the e-Albania platform, which provides most government services online. She has her own avatar – the image of a young woman in national Albanian dress.

Diella will not only analyze tenders, but will also be able to attract experts from around the world, which, according to Rama, will help “overcome prejudice and the rigidity of bureaucracy.”

Albania has been battling corruption for years, particularly in public procurement, which has been repeatedly highlighted in the EU’s annual rule of law reports. The government hopes the digital minister will become a symbol of reform and help the country on its path to joining the European Union by 2030.

By the way, Ukraine has become the first country in the world to provide public services using artificial intelligence . The Ministry of Digital Affairs has already launched an AI assistant on the Diya portal.

Earlier, the Ministry of Digital Transformation of Ukraine announced the launch of the first state infrastructure for the development and scaling of artificial intelligence products – the AI Factory project.

Recall that simulations from Stanford University showed that current artificial intelligence models are prone to escalating conflicts up to the use of nuclear weapons . The study raised serious questions about the risks of automating military decisions and the role of AI in future wars.
