Almost 10% of the world’s volume: Ukraine has become the largest importer of weapons

Ukraine became the largest importer of major weapons in the world in 2021–2025. The country’s share in global arms imports during this period was 9.7%.
This was reported by the Stockholm International Peace Research Institute.
The report notes that in the previous period of 2016–2020, Ukraine’s share in global arms imports was 0.1%. The increase in the indicator is associated with large-scale deliveries of military assistance after the start of Russia’s full-scale invasion in February 2022.
According to the institute, since the beginning of the full-scale war, at least 36 states have supplied Ukraine with major types of weapons.
The largest suppliers were:
- USA — 41% of Ukrainian arms imports;
- Germany — 14%;
- Poland — 9.4%.
At the same time, in 2025, the volume of arms supplies to Ukraine was significantly lower than in 2023 and 2024. The report notes that this is largely due to a reduction in military assistance from the United States.
Analysts also point to the increasing level of secrecy surrounding US arms exports to Ukraine, which makes it difficult to accurately assess the volume of supplies.
According to the institute, in 2025, at least 25 countries have agreed to purchase major types of weapons from the United States for subsequent transfer to Ukraine. Such supplies include, in particular, air defense missiles and guided bombs.
The study also noted that the five largest recipients of major weapons in the world in 2021–2025 were Ukraine, India, Saudi Arabia, Qatar, and Pakistan.
By the way, Secretary of the National Security and Defense Council of Ukraine Rustem Umerov announced the resumption of the work of the Interdepartmental Commission on the Policy of Military-Technical Cooperation and Export Control and the issuance of the first permits for controlled arms exports . Such decisions should contribute to the development of Ukraine’s defense-industrial complex and the expansion of international partnership.
Recall that Ukrainian President Volodymyr Zelenskyy said that in 2026, 10 export centers for Ukrainian drones are planned to be opened in Europe . It is also planned to launch the production of Ukrainian drones in Germany in mid-February.
