Today, July 17, the Verkhovna Rada reappointed Andriy Sybiha as Minister of Foreign Affairs. 261 deputies voted for the corresponding decision.

The voting broadcast was conducted by Yaroslav Zheleznyak.

Before the vote, Sybiha thanked for the trust. He subsequently announced the opening of ten embassies and consulates to protect the interests of Ukrainians abroad.

Sybiga is the second Foreign Minister during the period of full-scale war. He replaced Dmytro Kuleba in this post in 2025.

Who is Andrey Sibiga?

Sybiga was born in 1975 in the Ternopil region in the city of Zboriv. He received his education at Lviv University, where he studied international relations and law.

He worked at the Ukrainian Embassy in Poland, and then held high positions in the Ministry of Foreign Affairs, in particular, he was the director of the consular service of the Ministry of Foreign Affairs of Ukraine.

From 2016 to 2021, he headed the Ukrainian embassy in Turkey. He has held the diplomatic rank of Ambassador Extraordinary and Plenipotentiary since 2017.

After returning to Ukraine, he became Deputy Head of the Presidential Office, responsible for foreign policy and strategic partnerships.

Let us recall that on July 17 , the Verkhovna Rada of Ukraine approved the appointment of Yulia Svyrydenko as Prime Minister of Ukraine .

After this, the Verkhovna Rada of Ukraine supported the appointment of a new Cabinet of Ministers. The full composition can be seen at the link .

Later, Petro Poroshenko, during the discussion of the Prime Minister’s candidacy in the Verkhovna Rada, stated that the actual absence of the “Servant of the People” coalition makes this vote unconstitutional .

Let us note that on July 15, Denis Shmyhal wrote a statement about his dismissal from the post of Prime Minister of Ukraine .

Subsequently, the Committee on the Organization of State Authority, Local Self-Government, Regional Development and Urban Planning at its meeting considered and approved the resignation of Denys Shmyhal from the post of Prime Minister of Ukraine .

By the way, President Volodymyr Zelensky officially confirmed that he offered the current Prime Minister Denys Shmyhal the position of Minister of Defense of Ukraine.

The day before, President Volodymyr Zelensky proposed that Deputy Prime Minister and Minister of Economy Yulia Sviridenko head the Cabinet of Ministers.

Subsequently, People’s Deputy Yaroslav Zheleznyak reported that an official change of government is expected on July 16, within the framework of which Yulia Svyrydenko will be nominated for the post of Prime Minister instead of Denys Shmygal . The changes will affect a number of ministries, including the defense, economic and social blocs.
