Applications for Winter Support have begun in Ukraine: how to receive the payment

On Saturday, November 15, Ukraine officially opened the application process for the state-run “Winter Support” program, which provides a one-time payment of 1,000 hryvnias. Applications can be submitted through the “Action” app, and funds will be credited to the “National Cashback” card.

The Ministry of Digital Transformation of Ukraine reported this.

“This winter, Ukrainians will receive a one-time payment of 1,000 hryvnias from the state. Starting today, submit an application in the “Action” app and receive the payment on your “National Cashback” card,” the Ministry of Digital Development noted.

How to apply in Action

  1. Open the Action app – Services section → Winter support.

  2. Select who the payment is intended for:

    • For yourself – click “Next”;

    • Add or select an electronic birth certificate for your child.

  3. Select the “National Cashback” card. If you don’t have one, open one at one of our partner banks.

  4. Confirm your stay in Ukraine and submit your application.

  5. Once you receive notification of a successful order, your application will be processed. You can track its status in the “Winter 1000 UAH” section.

How to receive a payout offline

Ukrainians can apply for assistance at Ukrposhta branches.
In this case, the funds will be credited to the Ukrposhta customer’s account and can be used within the company’s services.

What can you spend 1000 UAH on?

The Ministry of Digital Development noted that funds from the National Cashback card can be used for:

  • payment of utility bills;

  • purchase of medicines;

  • purchasing products of Ukrainian origin;

  • postal services;

  • book purchases;

  • charity and donations to the Defence Forces.

At Ukrposhta branches, funds can be spent on Ukrainian-made goods, utilities, and charity.

Applications for participation in the program can be submitted until December 24, 2025,
and use the payment until June 30, 2026.

The Ministry of Digital Development urged Ukrainians not to delay filing applications in the final days.

As is known, the Verkhovna Rada has adopted bill No. 13532 in its entirety, which provides for a significant increase in state aid to families with children . Effective January 1, 2026, the one-time payment upon the birth of a child will be 50,000 hryvnias, and new monthly payments and targeted support programs will also be introduced.

Incidentally, a “winter support” program will be launched in Ukraine in December , providing citizens with assistance ranging from one thousand to six and a half thousand hryvnias. The assistance will be used for food, medicine, warm clothing, and utility bills.
