ARMA head resigns after agency reform law passed

The head of the National Agency for Tracing and Asset Management (ARMA), Olena Duma, has resigned.
She announced her decision on July 30 on her Facebook page, emphasizing that she chose a symbolic moment — the day when a new law on strengthening the agency’s capacity came into effect.
“I think it’s important to do this today,” she wrote.
According to the Duma, the process of reforming the agency has been ongoing since 2023. During this time, according to the head, it was possible to:
change the negative perception of the institution;
launch transparent procedures for managing seized assets through Prozorro and Prozorro.Sales;
update the Register of Seized Assets;
to ensure billions in revenue for the budget.
“Today, ARMA is an economic weapon against the enemy and criminals. We are the first in the world in terms of asset tracing,” she noted.
Duma explained her decision by the need to ensure the impartiality of the agency’s upcoming international audit. She stressed that her participation in the process could affect the independence of the assessment.
“My mission here is accomplished,” she summed up.
On his last day in office, the agency once again distinguished itself: ARMA transferred UAH 16 million to the state budget, received from the management of the confiscated pipeline, which previously belonged to Viktor Medvedchuk.
As a reminder, on June 18, the Verkhovna Rada adopted a law on the reform of the National Agency of Ukraine for the Identification, Tracing and Management of Assets Obtained from Corruption and Other Crimes (ARMA).
