Armed dispute in Koncha-Zaspa: GUR and military did not divide the territory of the sanatorium

On the evening of December 3, a serious incident occurred on the territory of the Zhovten sanatorium in Koncha-Zaspa involving representatives of the GUR and servicemen of military unit A4005: a conflict arose between the parties with the use of weapons, as a result of which several servicemen were injured.

The incident was reported by Ukrainian Truth’s interlocutors in law enforcement agencies, the General Staff, and the Military District. According to them, it was the dispute over the legality of the military’s presence on the sanatorium’s territory that caused the escalation.

According to one of the law enforcement officers, a group of GUR representatives entered the sanatorium, damaged the fence and gate, and fired warning shots in the air and into the ground. After entering the facility, they detained about ten soldiers from military unit A4005, who, according to the interlocutor, received injuries of varying degrees. Later, the detainees were released, and GUR fighters barricaded themselves inside.

Officers of the National Police, the Special Police Service, representatives of the regional command, and the heads of the KOVA were near the sanatorium, but they were not granted access to the facility.

Representatives of the State Bureau of Investigation (SBI) joined the situation, who seized sanctioned property. Another source noted that the Supreme Court reported that both sides of the conflict have the right to lease the facility, and there have been no reports of violations so far. According to the same source, the Deputy Commander-in-Chief of the Armed Forces of Ukraine arrived at the scene to resolve the situation.

Interlocutors at the Main Intelligence Directorate insist that the individuals who were on the sanatorium’s territory prior to their arrival had no legal reason to be there.

GUR states that:

the owner of the plot concluded an agreement with their military unit, valid during martial law;

these agreements do not require additional approvals;

documents of other formations were annulled by the military administration;

they provided all necessary papers to the police, the VSP and KOVA;

Their unit is in the territory legally.

The department also emphasized that disclosing information about the locations of defense forces poses risks to the security of the military.

The publication’s interlocutors claim that the company with which GUR has a contract is connected to businessmen Boris Kaufman and Oleksandr Granovsky, who are allegedly interested in developing the territory of “Zhovtnya”.

After the start of the full-scale invasion, military unit A4005 also rented part of the sanatorium’s premises, which was agreed upon by the Land Forces Command, the city military administration, and the sanatorium’s management. The premises remain sealed.

Sources add that this is not the first time that representatives of the GUR have arrived on the territory of the sanatorium with a demand to vacate the facility.

In 2020, the court imposed an arrest on the sanatorium.

In 2022, the State Bureau of Investigation announced the return of the facility to the state and its transfer to the management of the ARMA.

The asset was valued at UAH 60.7 million, but the competition for a manager did not take place.

DTEK Kyiv Electric Networks and Kyivgastrade initiated the bankruptcy of Clinical Sanatorium ‘Zhovten’ LLC due to debts of UAH 5 million, which may lead to the transfer of property to creditors.

Part of the land and real estate was transferred to a company associated with Boris Kaufman.
