Army money goes to populism: where do billions from the Reserve Fund disappear to?

The Cabinet of Ministers is directing the Reserve Fund’s resources to programs that are not related to force majeure, in particular, to pay “Zelensky’s thousand” and national cashback. Such actions are a violation of the law, as these initiatives should be financed through amendments to the state budget in parliament.
Economic and political expert Pavlo Rozenko criticized the government’s activities regarding the use of funds intended for emergency situations on the air of “Pryamoy”.
“The time will come and government officials who vote for such decisions today will have to be held very seriously accountable for the misuse of funds,” he stressed.
At the same time, Rozenko drew attention to the government’s plans to withdraw 40 billion hryvnias from the Ministry of Defense to replenish the already empty Reserve Fund. He is convinced that this money is again planned to be spent on populist measures instead of restoring the destroyed infrastructure or protecting the country.
Rozenko considers such a financial policy unacceptable during a war, urging deputies to reconsider their attitude to the distribution of public funds.
As a reminder, the Ukrainian government has prepared amendments to the State Budget for 2026 to strengthen the security and defense sector. Additional funding became possible after the approval of a €90 billion European Union loan for 2026-2027.
Instead, the Eurosolidarity faction is initiating a draft of amendments to the State Budget-26 and an alternative draft of an anti-corruption strategy. They emphasize the need to increase financial support for the military on the front line.
Meanwhile, state spending on the implementation of “populist government programs” and various cashbacks is drawing sharp criticism due to the lack of funding for the army . In total, the authorities have allocated 92 billion hryvnias to such initiatives as of April, which could provide for the critical needs of the front.
