The European Solidarity bill on shelter is moving towards the final vote, the faction’s co-chair Artur Gerasimov announced on social media . According to him, a joint meeting of deputies with government officials and relevant departments took place today, at which the document was finalized for the second reading.

“Russian missile and drone attacks have intensified significantly. Civilians, including children, are dying every day. European Solidarity has long developed a draft law on shelters, which the authorities have blocked for years. But under our pressure, the Verkhovna Rada supported it in the first reading on August 19 of this year — even before the start of record attacks on Ukrainian cities. Today, a joint working group of parliamentarians from the State Emergency Service, the Ministry of Internal Affairs, the Ministry of Defense, and others was held to finalize the document before the final vote,” notes Artur Gerasimov.

The faction clearly and firmly defends the key provisions of the bill:

  • Everyone should be sure that the path to the nearest shelter is no more than 10 minutes, including leaving the house.
  • People should also receive the necessary protection in public places: on the streets, in markets, and at transport stops. Therefore, mobile shelters must be urgently deployed and installed wherever they do not yet exist.
  • A shelter is not a closed basement with dust and garbage. It must have light, a socket, heat, ventilation and a basic toilet. Normal human conditions
  • We need to clearly know who is responsible for each shelter so that the door is always open and everything necessary is inside.

“Protecting Ukrainians is one of our main priorities. I hope it will become the same for the authorities. And when the authorities say that there is no money for shelter, it is a lie! Because in the budget for next year, 62 billion hryvnias are allocated for “road theft” alone. We will continue to work,” emphasizes the co-chair of “European Solidarity.”

It was previously reported that the European Solidarity bill on shelters had been sabotaged by the single majority for three years and was passed in the first reading only after pressure from the faction and society.

On August 19, the Verkhovna Rada of Ukraine adopted in the first reading the draft law of the European Solidarity faction on shelter. 296 people’s deputies voted for the draft Law on Amendments to Certain Legislative Acts of Ukraine on Taking Measures to Ensure the Safety of Citizens in a Special Period .
