Authorities are challenging a court ruling on the illegal blocking of parliamentary diplomacy, according to a deputy.

During government question hour, Artur Gerasimov, co-chair of the European Solidarity faction, called on the authorities not to embarrass themselves and to stop illegally blocking parliamentary diplomacy.
He recalled that the Sixth Administrative Court of Appeals ruled in favor of Petro Poroshenko and declared the government’s decree banning border crossings for members of parliament at all levels illegal.
“A question for Ms. Yulia Svyrydenko regarding the Cabinet of Ministers’ appeal against the ruling of the 6th Administrative Court of Appeal in the case of ‘Poroshenko v. Cabinet of Ministers.’ Instead of admitting its error and enforcing the court’s decision, which fully upheld the travel ban for local MPs, the government, without even waiting for the publication of the full court ruling and its reasoning, filed an appeal, despite the European Commission’s report , which once again criticizes the travel ban for MPs and the selective nature of these bans, despite systematic criticism of this in European Parliament resolutions,” the MP noted.
“What does this mean? The government has no intention of responding to criticism and comments from its European partners and is once again planning to restrict international parliamentary diplomacy. Furthermore, I would like to point out that the European Commission’s report once again speaks of unacceptable sanctions against the opposition,” Artur Hertur recalled.
As the EU faction previously stated, the court effectively confirmed that the government is acting unlawfully against the fifth president, and that the government’s decrees are politically motivated and contrary to the rule of law. It should be noted that the government also submitted the motion for sanctions against Poroshenko, which it is also appealing in court.
As is well known, in 2023, the Cabinet of Ministers adopted a resolution banning MPs, judges, and other officials from leaving Ukraine without permission from the leadership. The ban even applied to women, people with disabilities, and men over 60, which refutes the Cabinet’s explanation that this resolution was necessary under martial law and mobilization in accordance with the decision of the National Security and Defense Council. In fact, over the past two years, this has been a tool of open political corruption: officials and MPs loyal to the government easily obtained travel permits, while opposition officials were blocked even on urgent business trips. This practice was finally declared illegal; the court ruling entered into force on November 3, 2025.
