Battery parks have appeared in Ukraine in case of blackouts: what is known about the secret project

Ukraine has created a large-scale network of storage batteries that are intended to protect the country from prolonged power outages in the event of new Russian attacks on energy infrastructure. The project is being implemented in conjunction with the American company Fluence, and the locations of the energy storage facilities are being kept strictly secret.

According to the publication, the cost of the program is about $140 million. It is noted that it was fully completed in August 2025. The system is already operational. Six facilities in Kyiv and Dnipropetrovsk region are connected to the power grid and can instantly supply electricity if another source is disconnected as a result of shelling.
The total capacity of the batteries reaches 200 megawatts, and the energy capacity is 400 MWh. This is enough to provide more than 600 thousand households for two hours, notes the WSJ. Each unit of the system can be replaced in case of damage. At the same time – without affecting other parts of the network.
The purpose of creating these “energy fortresses” is to protect critical infrastructure before the winter season, when the risks of blackouts increase. The Ukrainian side does not disclose where exactly the battery parks are located and what air defense systems protect them. This will make it impossible for the enemy to destroy them.
WSJ analysts note that this is one of the most powerful steps Ukraine has taken in preparing for winter attacks. The new energy storage facilities effectively create a “backup heart” of the power system that can prevent large-scale outages even in the event of a series of enemy strikes.
According to Kharkiv Mayor Igor Terekhov, Russian troops destroyed two transformer substations that provided the city with electricity within two days. According to him, the coming winter will be the most difficult since the beginning of the war .
We will remind you that due to Russian attacks on energy facilities in the Chernihiv region, a large-scale accident occurred in the network, after which about 307 thousand consumers were left without electricity .
Despite the restrictions introduced, the situation in the region’s power system is deteriorating : networks remain overloaded, so additional outages had to be implemented.
