The lower house of the US Congress has passed a document supporting Ukraine and strengthening sanctions against Russia. However, this decision is a political declaration, not a full-fledged law, so it is unlikely to force President Donald Trump to adjust his actions.

This opinion was expressed on the air of “Pryamoy” by diplomat and former ambassador to the USA and France Oleg Shamshur.

“In fact, in this case, we are talking about a resolution called a joint resolution concurent. Well, it can be roughly translated as a “coincidental resolution”. That is, it is a resolution that, in principle, must also be adopted in the Senate, but it is not a bill, that is, it does not have the same consequences as a law,” the diplomat noted.

The document was supported by 226 congressmen, while 195 opposed it. Speaker Mike Johnson tried to block the initiative, urging Republicans to give Trump space for future negotiations with Moscow. However, 18 Republicans joined Democrats, ensuring the adoption of the decision.

Ukraine’s Ambassador Extraordinary and Plenipotentiary to the United States, Olga Stefanishyna, called this evidence of continued bipartisan support. At the same time, Shamshur emphasizes that the American president has great freedom of action in foreign policy and can act at his discretion.

Recall that the lower house of the US Congress has passed a bill that would impose a 500% tariff on Russian goods, strengthen sanctions against Russia, and increase military aid to Ukraine. However, the document is unlikely to be considered in the Republican-controlled Senate, where Majority Leader John Thune supports Donald Trump’s policies.

In addition, it was previously reported that the United States may soon announce the allocation of $400 million in military aid to Ukraine , which was previously approved by Congress but was delayed due to internal procedures at the Pentagon.
