Beating people and using gas: CCC alert groups exposed in Odessa

Law enforcement officers have uncovered large-scale abuses during mobilization events in Odessa. According to the investigation, servicemen from two alert groups of the Kyiv District CCC and SP used force against civilians, used tear gas, and forcibly delivered men to the territorial recruitment center. Suspicions were announced against ten suspects.

The results of the “Honest Call” operation were reported by the State Bureau of Investigation, the Specialized Prosecutor’s Office for Defense of the Southern Region, and Prosecutor General Ruslan Kravchenko.

According to the investigation, 15 episodes of illegal actions have been documented so far. The prosecutor’s office said it has identified at least eight civilian victims.

In one case, a man tried to escape from the alert group. During the pursuit, a TCC official car hit him.

The State Bureau of Investigation emphasizes that the violations were systemic in nature.

“During mobilization activities, officers used physical violence, tear gas, and forcibly took citizens to the CCC,” investigators reported.

According to law enforcement officials, the defendants used the motto “Blow, pack and assemble” among themselves, which was even set as a screen saver on mobile phones.

Prosecutor General Ruslan Kravchenko clarified that seven of the ten suspects were mobilized in the spring of 2025 and immediately sent to serve in one of the Odessa CCCs.

Four servicemen have been charged with torture and unlawful deprivation of liberty. Six more are charged with unlawful deprivation of liberty.

“Currently, 15 episodes of violence and other illegal actions against citizens have been documented,” the SBI reported.

The court has already imposed preventive measures on the suspects. Four of the defendants, who are suspected of torture, have been taken into custody without bail. Six others have been placed under 24-hour house arrest.

The investigation is ongoing. Law enforcement officers are checking the suspects’ possible involvement in other similar cases.

As a reminder, in the Ivano-Frankivsk region, law enforcement officers detained a senior lieutenant of the district CCC and SP, who, according to the investigation, beat a subordinate serviceman while intoxicated. The victim required surgery.

As reported, the national police are intensifying their investigation into possible abuses in the work of territorial recruitment centers , during the registration of military conscripts and the adoption of decisions by military medical commissions.
