Billions lost: the government ran out of money for the “National Cashback”

The government has run out of funds for the “National Cashback” and it is not a fact that this populist program will be preserved in the state budget for 2026.
The essence of the changes quietly made by Cabinet of Ministers Resolution 1510 of 11/22/2025: recipients will be able to receive the accrued cashback for December 2025 in February 2026, if there are funds in the budget for this.
In the absence of budget funds, the cashback accrued for December 2025 will not be transferred to the recipient, and from January 1, 2026, the accrual of cashback to recipients will cease.
IN GENERAL – from May 1, 2026, the accrual of cashback to recipients in 2026 will cease. The transfer of the accrued cashback for April 2026 to the recipient will be carried out in May 2026.
The government has significantly limited the list of goods/services that cashback recipients can purchase from 11/22/2025. The new list is ultra-shortened, with only 7 items remaining:
• utilities
• grocery stores/supermarkets
• other grocery stores
• pharmacies
• books and printed matter
• charitable and social organizations
• postal services
In fact, this is the minimum of the minimum. Therefore, the “National Cashback” is not a program to stimulate production, but the state simply compensates for the household expenses of the population.
Although the program was attended by over 7.5 million Ukrainians (according to the government) and over FOUR billion hryvnias were spent (the delay in payments for August was reported), it is essentially populist and unfounded by economic calculations, which is why it went bankrupt.
Recall, the Cabinet of Ministers plans to wind down the “National Cashback” program , which provides for interest payments on the purchase of Ukrainian goods. In addition, the government is delaying the promised payments . Despite the fact that Ukrainians should have already received money for September, the last payment was received for purchases made in July.
