Bloody September: UN records over 200 civilian casualties in Ukraine

During September of this year, at least 214 civilians were killed as a result of attacks by the occupiers on the territory of Ukraine. Another 916 people were also injured. These figures are given in a recent report by the UN Human Rights Monitoring Mission.

According to the report, more than two-thirds of the dead and wounded (69%) were victims of shelling near the front line. Most of them were in Donetsk and Kherson regions. FPV drones remain particularly dangerous, causing at least 54 deaths and 272 injuries, accounting for 29% of all civilian casualties.

“Long-range rocket strikes and loitering munitions launched by the Armed Forces of the Russian Federation are responsible for 30% of all civilian casualties (36 dead and 306 injured). These attacks continue to pose a serious threat to civilians, especially in large cities such as Kyiv, Zaporizhia, and Dnipro,” the report says.

Separately, experts draw attention to the sharp increase in attacks on critical infrastructure. During September alone, 31 strikes on energy facilities were documented. This figure is 15% higher than in August. In the Chernihiv region, at least 12 attacks caused emergency power outages in some areas and became the reason for planned power supply restrictions in October.

The UN has recorded that the total number of civilian casualties from January to September 2025 is already 31% higher than in the same period last year. The report notes that the scale of attacks and the level of violence from Russia are increasing. At the same time, the threat to the population remains critically high not only in frontline areas, but also in major cities of Ukraine.

As a reminder, it was previously reported that on October 14, Russian forces carried out another drone attack on civilian targets in southern Ukraine. Two trucks from the UN mission in Ukraine carrying humanitarian aid, as well as a taxi in Kherson, were hit .

The United Nations also already has evidence of numerous cases of sexual violence against Ukrainians , including prisoners of war.
