Budanov explained what is behind Putin’s new decision regarding reservists

The head of the Main Intelligence Directorate of Ukraine, Kirill Budanov, assesses the adoption in Russia of a bill that allows the involvement of individuals from the mobilization reserve to perform tasks abroad in an armed conflict zone as a signal of Moscow’s preparation for a covert partial mobilization.
He said this during the Kyiv International Economic Forum, UNIAN reports .
” The reason is obvious – excessive losses. They are trying to compensate for them with one-time payments, which are constantly increasing. But when they take such steps, it is clear that this is not enough to achieve the necessary results ,” Budanov explained.
The head of the GUR recalled that about a year ago he predicted that by the summer of 2025, Russia would exhaust its human and technical resources, after which problems would arise that would force it to either stop the offensive or declare mobilization.
” The first step has already been taken, the development of events corresponds to the forecast. The only problem is that the process is being delayed ,” Budanov added, referring to the need to replenish the personnel losses of Russian forces.
Recently , Budanov also recalled that in previous years, the Ukrainian army relied heavily on Western systems , the use of which was limited by the conditions of partners. Because of this, it had to act with “one hand tied”, but now this has changed.
As a reminder, Ukrainian President Volodymyr Zelensky believes that the current offensive of Russian troops in the East may be the last large-scale offensive operation of the Russian Federation , and next year we will be able to talk about the prospects for peace.
