Budget 2027 increases funding for programs for displaced people: details

In 2027, the government plans to allocate UAH 83.2 billion to support internally displaced persons. In the draft state budget, this amount is UAH 11.6 billion higher than the amount of expenditures planned for the relevant programs in 2026.

The main part of the funding — UAH 39.6 billion — is to be directed to housing assistance payments for IDPs. This is almost UAH 0.9 billion more than this year.

At the same time, funding for programs related to temporary housing for displaced people is planned to be increased by almost 80% – to UAH 12 billion.

Significant funds have also been earmarked for housing programs. In particular, UAH 11.5 billion has been earmarked for compensation for destroyed property, UAH 8 billion for housing vouchers for IDPs from temporarily occupied territories and e-Recovery certificates. Another UAH 5.5 billion is planned to be spent on compensation for destroyed housing within the HOME program.

The budget has allocated UAH 4 billion for social services for IDPs. The e-Housing program, including financing the first installment and interest for the first year, may receive UAH 3.7 billion. UAH 3.5 billion is planned to be allocated for employment measures for IDPs.

Separately, UAH 3.4 billion is earmarked for e-Recovery for owners of damaged housing. Another UAH 1.5 billion is to be spent on the construction and reconstruction of housing intended for temporary residence of displaced persons.

Frolov noted that in 2027, for the first time since the start of the full-scale war, there are no plans to reduce spending on housing assistance for IDPs. Compared to 2026, they should increase by approximately 2.3%.

The planned areas of support also include the development of social services, expansion of housing programs, and promotion of the integration of displaced people in the communities where they have moved.

At the same time, the final amounts have not yet been determined. Currently, this is only a draft state budget for 2027, and the funding amounts may change during the document’s consideration in the Verkhovna Rada.

It was previously reported that in the draft state budget for 2027, the minimum wage is planned to be increased to UAH 9,546, and the subsistence minimum to UAH 3,559. The document also provides for a norm in case of an increase in VAT or excise duty on fuel. At the same time, the draft does not currently provide for a separate guaranteed increase in the financial support of the military.
