In Ukraine, people with disabilities have faced new obstacles when crossing the border for treatment.

This was reported by the publication inkorr.com, citing explanations from representatives of the Pension Fund.

One such case was Yuriy Kozak, who was denied permission to leave the country due to the lack of updated documents. According to the man, the difficulties arose after the reform, within the framework of which all cases of persons with disabilities were transferred to the Pension Fund. As a result, he lost the money spent on tickets and accommodation.

The Pension Fund explained that after administrative changes, payments for all categories were temporarily suspended. To renew social benefits and confirm their status, people with disabilities who do not serve in the Armed Forces must undergo a re-commissioning. Only after receiving a new conclusion will it be possible to issue an updated certificate and resume pension accruals.

Experts emphasize that such bureaucratic changes create additional difficulties for people with special needs. Due to the reform of the social services management system, they are forced to spend more time and resources on paperwork, which negatively affects their mobility and access to medical care abroad.

We will remind you that the Chairman of the Finance Committee of the Verkhovna Rada of Ukraine, Danylo Hetmantsev, stated that Ukrainian pensions could increase to the level of EU countries if the formula for their calculation were changed.

It was also previously reported that in 2026, Ukraine plans to increase the minimum pension from UAH 2,361 to UAH 2,595. However, as analysts admit, even after the increase, this amount will remain several times lower than the real subsistence minimum.
