The 2026 budget will be Prime Minister Yulia Sviridenko’s first major test in office. The prime minister’s future career depends on the successful passage of the country’s main financial document. However, she is already facing unexpected resistance.

This was reported by political scientist and director of the Institute of World Politics Evgeny Magda.

The main critic of the government’s budget initiatives for the fall of 2025 is Danylo Hetmantsev, head of the parliamentary committee on finance, customs, and budget policy. As a prominent representative of the Servant of the People faction, his position has a significant impact on the sentiments of many parliamentarians. Specifically, he criticizes the support for private entrepreneurs in the creative industries and, together with Speaker Ruslan Stefanchuk, proposes capping the salaries of top government managers at 80,000 hryvnias.

“By and large, the standoff between Servant of the People representatives from different branches of government could have been ignored if not for one ‘but,’” notes political scientist Yevhen Magda. “A large-scale war with Russia has been ongoing for three and a half years, and geopolitical changes are forcing Western donors to pay closer attention. Getmantsev is provoking and fueling internal conflicts within the ruling party.”

According to the expert, Getmantsev may be acting as a public mouthpiece for a group of MPs seeking to protect their own interests in the 2026 budget.

“This practice isn’t new,” Magda adds. “But now, the realization of this scenario forces the Presidential Office to act like a fire brigade. Meetings between Volodymyr Zelenskyy and his Servant of the People allies alone won’t resolve the situation.”
