By the end of 2026, Ukrainians will be able to file claims for all types of damage caused by Russian aggression.

The International Register of Damage Caused by Russia’s Aggression against Ukraine is preparing for a major expansion. By the end of 2026, individuals and businesses are expected to be able to submit claims for all categories of damage. The number of claims is expected to reach several million.

This was stated by Advisor to the Ministry of Foreign Affairs of Ukraine Nikolai Yurlov on air at Ranok.LIVE.

According to him, work on the international damage recording system has been ongoing for several years. The registry is currently processing the first data sets.

Yurlov noted that in December, the drafting of the Convention establishing a commission that will review applications and determine the amount of compensation was completed. The next important step will be the creation of a Compensation Fund—the source of funds for future payments.

To launch all application categories, it is necessary to deploy the appropriate digital infrastructure and ensure its adequate cybersecurity. Ukraine plans to open all application categories by the end of 2026.

Yurlov estimates that Ukraine’s damage from full-scale Russian aggression amounts to approximately $667 billion. If we include the damage since the onset of Russian aggression in 2014, the figure exceeds $1.1 trillion.

At the same time, frozen Russian assets abroad are estimated at approximately $300 billion, which is significantly less than the total damage inflicted on Ukraine.
