Canada Discusses Special Status with EU Amid Strained Relations with US
Canadian Prime Minister Mark Carney is negotiating with European countries on a new framework for closer ties with the European Union. Ottawa is considering seeking associate member status as tensions over trade with the United States continue to escalate.
The Wall Street Journal reports this.
Carney has tasked a special envoy to Europe to explore options for cooperation, and technical working groups are already working out the details of a potential format. Full Canadian membership of the EU is not under consideration.
The proposed status could see Canada become more closely integrated into certain segments of the single market, including energy, artificial intelligence, critical minerals, battery and semiconductor manufacturing, and defense.
Canada and the EU are also discussing ways to facilitate the movement of goods, services, and workers in certain sectors. Negotiations with France have considered allowing Canadian citizens to live and work in Europe without visas.
The parties are discussing joint infrastructure projects, including submarine cables between Europe and Canada, data centers, cloud storage, and satellite networks. The parties are also considering expanding Canadian gas supplies to Europe and using Arctic routes.
A separate area of negotiations concerns science and education. Canada and the EU plan to cooperate more closely between scientific institutions and are also considering Canada’s joining the European study abroad program.
The rapprochement with Europe is taking place against the backdrop of deteriorating relations between Canada and the United States. About 2/3 of Canadian exports go to the American market.
After trade talks ended without a deal, Washington imposed 50 percent tariffs on several Canadian goods. On September 8, Donald Trump also announced a ban on imports of Canadian beer, wine, other alcohol, and some dairy products into the United States.
