Canada refused to transfer refurbished APCs to Ukraine: official statement

Canada has canceled the plan to transfer refurbished armored vehicles to Ukraine and terminated the previous agreement with the contractor.

This was announced by Defense Minister David McGuinty, quoted by CBC.

About two years ago, the Department of National Defense transferred 25 decommissioned armored personnel carriers to Armatec Survivability in Dorchester for restoration and modernization. The initiative was intended to help Kyiv equip itself against a full-scale Russian invasion.

The project, previously estimated at around $250 million, was coordinated by a commercial defense procurement firm. The plan was still listed in the federal agency’s quarterly report in the spring/summer, but was later shelved without a detailed explanation.

“The decision has been made to cancel the contract with this company. I will not comment on the details at this time – we will see the further development of the relationship between the department and the contractor,” McGinty said.

The initial idea was to supply Ukraine with both new and refurbished armored vehicles, but actual deliveries were limited to a fraction of the new units. Armatec even built a demonstration model with a reinforced gun and a remotely controlled combat module to demonstrate the project’s capabilities.

Canada’s decision calls into question a number of agreements on the supply of military equipment and highlights the complexities of interaction between the state and private contractors in large-scale defense projects.

Recall, Canada is providing Ukraine with more than 92 million hryvnias to strengthen cybersecurity as part of a new support package for the Tallinn Mechanism, an international initiative that brings together 12 countries to assist in the cyberspace.

As reported, Canada has announced a new military aid package to Ukraine worth over 2 billion Canadian dollars . It includes the supply of armored vehicles, ammunition, air defense systems, drones, electronic warfare equipment, as well as financing joint defense projects and participation in international initiatives.
