CCC officials fictitiously “mobilized” 276 people for pretty statistics
Law enforcement officers have exposed three officials of territorial recruitment centers who are suspected of falsifying mobilization for the sake of “good” statistics. According to the investigation, they entered false information into the registers about supposedly mobilized people who did not actually serve.
This was reported by Prosecutor General Ruslan Kravchenko.
Among the “mobilized” were the deceased, prisoners, people with deferments, military personnel already serving, cadets of military universities, and even citizens who are not subject to mobilization due to age.
“In order to improve the indicators, officials prepared fictitious data on the mobilization of people who were actually not called up,” law enforcement officials reported.
According to the investigation, the officials used access to the state registry “Oberig” and entered false information using their own electronic keys. In addition, they signed fake lists of conscripts who had allegedly already been sent to military units.
The largest number of fake “mobilizations” was discovered in Transcarpathia. In the Mukachevo district CCC, the head of the military registration and enlistment office, a 49-year-old colonel, issued 162 non-existent mobilizations in a few months of 2026. His deputy, a major, added another 108 people to the statistics.
A separate case was recorded in the Lviv region. In the Zolochiv CCC, the temporary head of the institution “mobilized” six people who at that time were already serving under contract in the National Guard units and other military units.
“In fact, no one called these citizens, and the documents were created only for reporting,” the investigators note.
All three defendants have already been informed of the suspicion. The court sent two officials from Transcarpathia into custody with the possibility of posting bail of over 3 million hryvnias. The official from Lviv region was also given a preventive measure in the form of bail.
The investigation is currently ongoing. Law enforcement officers are checking whether similar schemes operated in other regions of Ukraine.
