Ceasefire and security guarantees: Ukraine, US and EU develop new peace initiative

Ukraine, together with the United States and the European Union, has developed a new peace initiative to end the war. The plan calls for a ceasefire, withdrawal of troops from the current front line, and security guarantees for Ukraine from NATO and the EU.

This was reported by the Institute for the Study of War (ISW).

According to ISW, the peace initiative project was developed during consultations with American representatives Steve Witkoff and Jared Kushner.

The key provisions of the document include:

  • immediate ceasefire along the entire contact line;
  • mutual withdrawal of troops from both sides from the current front line;
  • providing Ukraine with security guarantees from NATO and the European Union.

President Volodymyr Zelenskyy said that Western partners have already approved the plan. He said Washington plans to use the document as a basis for further negotiations with Ukraine and Russia.

ISW analysts believe that Kyiv’s willingness to agree to difficult compromises demonstrates its desire to end the war.

At the same time, Moscow, according to ISW, continues to block constructive negotiations. Vladimir Putin and the Russian top leadership reject compromise scenarios and insist on conditions that require Ukraine’s surrender.

Also, Russian media reports about the alleged cancellation of visits by American representatives to the region currently have no independent confirmation.

It was previously reported that France, Germany and the UK are working on the format of future negotiations on Russia’s war against Ukraine . The European countries want to guarantee their participation in the negotiations, even despite Moscow’s lack of readiness for a serious dialogue.
