Change in approaches to social security: the government announced pension reform

Minister of Social Policy, Family and Unity Denys Ulyutin presented a plan for the next 100 days, which includes reforms capable of renewing the social contract between the state and the individual.
This was reported by the press service of the department.
“We are changing approaches to social security and support. This should be a system that meets people’s needs, is focused on their interests, and will be addressed to each person not by status, but by needs. Decent, targeted, transparent support is the work plan for the next 100 days of the entire Ministry,” Ulyutin assured.
As noted, the department will first of all change its approaches to social security for pensioners.
- Solidarity pension system: guaranteed payments upon reaching old age, direct link between SSC contributions, their duration and the amount of pension;
- Transformation of special pensions into professional pensions – payment taking into account three factors: basic payment, variable pension component and professional – from different sources of funding;
- Introduction of a mandatory savings system.
The ministry will also work on systemic support for children and parents — creating conditions for combining parenthood with professional activities, increasing birth payments, expanding the coverage of children with social services, and ensuring the rights of every child to grow up in a family environment.
At the same time, a reform of the subsistence minimum will be carried out to update social standards that will help families in difficult life circumstances.
At the same time, work will soon begin on launching a “single window” for IDPs, where they will be able to receive assistance and support from the moment of evacuation to integration into a new community. In addition, the Ministry of Social Policy will work on supporting people with disabilities.
As a reminder, the head of the parliamentary Committee on Finance, Tax and Customs Policy, Danylo Hetmantsev, advocated increasing the minimum pension in Ukraine to 4,000 hryvnias.
