Communication without borders: from 2026 Ukraine will join the EU roaming area

From January 1, 2026, Ukrainian citizens will be able to use mobile communications in the European Union at home rates – thanks to the European Commission’s decision to join Ukraine to the EU roaming zone. This is an important step on the path of our country’s digital integration into the European space.
This was announced by Prime Minister Denys Shmyhal.
Starting from January 1, 2026, Ukraine will become part of the EU’s single roaming area. This means that Ukrainians will be able to make calls, send SMS and use mobile internet at the same rates as at home when traveling to EU countries. In turn, EU citizens will be able to receive the same conditions while staying in Ukraine.
Prime Minister Denys Shmyhal announced the final approval of this step during a meeting of the Cabinet of Ministers on July 14. According to him, the government approved the decision of the Ukraine-EU Association Committee on the mutual opening of the roaming sector, which became the final legal step to launch the mechanism.
In particular, users will receive:
- Domestic tariffs for calls, SMS and mobile internet within the EU and Ukraine;
- Free calls to emergency services;
- Communication quality and internet speed that will meet the standards of the host country.
Prime Minister Denys Shmyhal emphasized that joining the EU roaming area is not only a convenience for citizens, but also an important stage of digital European integration. Ukraine becomes part of the single digital space of the European Union, which is a confirmation of its gradual entry into the European community.
