Cooperation in defense, energy and space: Iran approves strategic partnership agreement with Russia

The Iranian parliament officially approved the strategic partnership agreement with Russia, which was signed by the presidents of the two countries on January 17, 2025 in Moscow.
This is reported by Russian media.
According to the Iranian Embassy in Moscow, the relevant document has already been submitted to Iranian President Masoud Pezeshkian in accordance with Article 123 of the Constitution of the Islamic Republic.
The treaty consists of 47 articles and provides for large-scale bilateral cooperation in the areas of defense, energy, trade, science, medicine, culture, as well as space programs.
Of particular note is the provision on military-technical cooperation , which provides for the exchange of military delegations, joint exercises, and visits of ships to partners’ ports.
However, unlike last year’s agreement between Russia and North Korea, this document does not include obligations for mutual military assistance in the event of an attack. Moreover, Article 3 of the treaty explicitly prohibits the provision of support to an aggressor by the attacked party.
Also important areas of cooperation have been identified:
- arms control and information security;
- joint actions in the Caspian region, Transcaucasia, Central Asia and the Middle East;
- opposing external interference in the affairs of these regions.
This treaty, despite its scale, does not form a military-political alliance, but rather captures the desire of Moscow and Tehran to act in concert in the field of regional stability.
Recall that in April, Kremlin leader Vladimir Putin ratified the strategic partnership agreement between Russia and Iran.
Earlier, Kremlin leader Vladimir Putin and Chinese leader Xi Jinping signed an agreement to further deepen the comprehensive strategic partnership between the two states.
The day before, the spokesman for the European Union’s foreign policy service, Peter Stano, reported that the EU has information about Iran sending ballistic missiles to Russia .
By the way, on September 6, the US informed its allies that Iran had provided Russia with short-range ballistic missiles.
