The Ministry of Digital Transformation of Ukraine is exploring the possibility of locating a full-fledged data center outside the country. It could be allocated a separate territory and given a special diplomatic status similar to that of embassies. This move should strengthen the protection of government data and critical infrastructure.

This was reported by Interfax with reference to Deputy Minister for Cybersecurity and Cloud Technologies Vitaliy Balashov.
According to the department’s plan, locating a data center outside Ukraine with a separate diplomatic status will provide additional security guarantees for digital infrastructure and communication channels.

“We are currently considering the concept of creating a full-fledged data center abroad, where Ukraine could receive a separate territory and diplomatic status similar to that of an embassy,” Balashov said.

He clarified that such status would not involve the extension of Ukrainian legislation to the relevant territory, but should create an additional level of protection.

According to the official, Ukraine has already held preliminary talks with Luxembourg and several other countries that are ready to consider similar solutions. However, a final choice has not yet been made. For now, security remains the main criterion.

The Ministry of Digital Affairs is also working on implementing the Secure by Design principle, an approach in which cybersecurity requirements are taken into account even at the software design stage.

Balashov noted that in Ukraine, requirements for ready-made digital products have already been defined, but the rules for secure development require clearer regulation. Therefore, the ministry, together with representatives of the IT market, is preparing relevant standards. Their implementation may require changes to the legislation.

It was previously reported that the Parkovy data center in Kyiv has completely stopped working after a series of Russian strikes. The facility has suffered critical damage, making it impossible to restore services at this site.

In addition, a Russian attack in Kyiv damaged the data center of the telecommunications company Datagroup on September 25. The company’s employees were not injured, and customer data was saved.

Also, in Kyiv, due to the Russian attack on September 23, there were Internet outages. Providers “Pavutina” and UTELS reported connection problems.
