Death of soldiers during award ceremony in Dnipropetrovsk region: battalion commander taken into custody

The Central District Court of Dnipro has remanded in custody a battalion commander who, despite the ban of the General Staff, gathered personnel for an award ceremony in the Dnipropetrovsk region on November 1. This decision is due to the fact that during the event, Russian troops carried out a combined missile and drone strike, which led to deaths and injuries among military personnel and civilians.
This was reported by the press service of the State Bureau of Investigation.
According to the investigation, earlier, SBI employees informed the commander about suspicion under Part 4 of Article 425 of the Criminal Code of Ukraine – negligent attitude to military service under martial law.
On November 1, 2025, during the celebrations, Russian troops attacked the Dnipropetrovsk region with two Iskander ballistic missiles and three Geran strike drones. At that time, a mass award ceremony for personnel was taking place in the territory where the Ukrainian military was based.
The investigation found that the commander’s decision to hold a gathering in a high-missile danger zone contradicted current orders and requirements of the military leadership . As a result, both servicemen and civilians suffered.
The procedural management of the case is carried out by the Dnipro Specialized Prosecutor’s Office in the Field of Defense of the Eastern Region, which controls the investigation of the circumstances and consequences of the incident.
Earlier, the State Bureau of Investigation reported suspicions of the commander of one of the battalions in a negligent attitude towards military service . According to the investigation, he organized a ceremonial formation of personnel on November 1 in the Dnipropetrovsk region, ignoring a direct ban from the General Staff of the Armed Forces of Ukraine.
As a reminder, the tragedy occurred on November 1 , when Russian terrorists launched a missile and drone strike on a settlement in the Samarivskyi district of the Dnipropetrovsk region. This settlement was home to servicemen from one of the marine brigades.
