Despite Hungary’s opposition: EU launches accession talks with Ukraine and Moldova

The European Union plans to start technical talks with Ukraine and Moldova on their future membership in the bloc — even amid resistance from Hungary, which is so far blocking further progress.

This is reported by the Financial Times.

A discussion of this issue will take place at the level of EU leaders in Copenhagen on October 1. On October 2, representatives of candidate countries, including Ukraine and Moldova, will join the discussion.

Ukrainian Deputy Prime Minister for European Integration Taras Kachka stressed that Kyiv hopes to convince Budapest not to hinder further progress in the negotiations. At the same time, he acknowledged that the final decision on accession requires unanimity of all EU member states, including Hungary.

According to Kachka, despite Budapest’s political position, the technical process — harmonization of legislation, implementation of reforms, and preparation of institutions — continues.

“This format allows us to move forward even in a situation of temporary slowdown. However, the lack of public recognition of efforts may reduce motivation for implementing complex reforms,” the Deputy Prime Minister emphasized.

European Council President Antonio Costa is considering reforming the negotiation procedure so that candidate countries can open negotiation clusters by majority decision, rather than by unanimity.

However, sources in the EU note that the chances of adopting such changes remain low, as their implementation still requires the consent of all member states — including Hungary, which currently retains its veto.

Recall, the European Parliament adopted a resolution setting out a list of requirements for Ukraine in the context of further European integration . The document is based on the European Commission’s assessments for 2023 and 2024, but also takes into account events in mid-2025.

As reported, Ukraine has fulfilled all conditions for protecting the rights of national minorities , which paves the way for the start of negotiations on accession to the European Union.
