Digital Independence: Ukraine Begins Creating Its Own ChatGPT Equivalent
Ukraine has officially launched the development of a national large language model (LLM), advanced artificial intelligence designed to understand the Ukrainian language, context, and cultural nuances at a deep level.
This was announced by the Minister of Digital Transformation, Mykhailo Fedorov.
Today, June 17, a memorandum on strategic partnership was signed between the project initiators and Kyivstar, which acts as both an investor and key participant in the development.
The model will serve as the foundation for creating modern AI products in Ukraine, fostering innovative startups, attracting investments, and strengthening the country’s digital economy.
It is planned to be trained using a unique Ukrainian corpus of texts, ensuring a superior understanding of the language, historical realities, and national context—unlike foreign counterparts.
“The National LLM is not just about technology. It’s about digital independence, data security, and making modern AI accessible to every Ukrainian,” emphasized Fedorov.
The first version of the model is expected to be presented by the end of 2025. It will be available to government agencies, researchers, educational institutions, public organizations, and businesses.
Key advantages of the model include local data storage, high accuracy in analyzing Ukrainian-language texts, and a significant reduction in the cost of AI usage within Ukraine.
The project is already being recognized as a crucial step toward creating a fully-fledged Ukrainian artificial intelligence system that will serve the interests of the state, science, and society.
