Disability pensions have increased in Ukraine: how much have payments increased?

In Ukraine, disability pensions have increased since January 1, 2026, due to an increase in the subsistence minimum for persons who have lost their ability to work. The new figure will be 2,595 hryvnias, which will affect minimum pension payments and state benefits.
This is stated in the Budget Declaration for 2026–2028.
Instead of the current 2,361 hryvnias, the subsistence minimum for persons who have lost their ability to work has increased to 2,595 hryvnias. This automatically increased minimum pensions and special state benefits.
The biggest changes concern veterans and persons with combat-related disabilities, as their benefits are determined as a multiple of the subsistence minimum. From 2026, the following amounts have been established:
- Group I — 16,867.50 hryvnias (instead of 15,346.50 hryvnias);
- Group II — 13,623.75 hryvnias (instead of 12,395.25 hryvnias);
- Group III — 9,342 hryvnias (instead of 8,499.60 hryvnias).
For veterans and combatants over the age of 85, a monthly targeted benefit of 650% of the subsistence minimum is provided. From January 1, 2026, this amount is 16,867.50 hryvnia .
For civilians with disabilities, no changes in the calculation formulas are provided, however, their minimum pension payment cannot be less than 2,595 hryvnias.
To be granted a disability pension, a person must have an established medical group and an appropriate insurance period of 1 to 15 years, depending on the age at the time of disability. The amount of benefits is determined as a percentage of the old-age pension:
- 100% – for persons with disability group I;
- 90% – for people with group II;
- 50% – for people from group III.
It was previously reported that from March 1, 2026, Ukraine will increase minimum pension payments for the families of defenders who died or went missing during a full-scale war with Russia.
As a reminder, in 2026 the Cabinet of Ministers plans to increase minimum pensions and index them. However, even after the increase, the average amount of payments in Ukraine will remain one of the lowest in Europe.
