Dozens of companies and a “shadow fleet”: Japan imposes new sanctions against Russia

Japan expanded sanctions against Russia on October 2 due to its aggression against Ukraine. The new restrictions include Russian companies, individuals, foreign enterprises, and shadow fleet vessels.

This is stated on the website of the Japanese Foreign Ministry.

In total, 33 Russian companies and nine citizens were added to the sanctions list. Restrictions on payments and capital transactions were introduced for them. From now on, transfers of funds, as well as transactions with deposits and money loans will require special permission from the Japanese authorities.

Among the Russian companies sanctioned are Tulamashzavod, Motovilikhinsky Zavody, Voentorg, Uraldronzavod, VNIIR Progress, and Alabuga Development. All of them are connected to the Russian military-industrial complex.

The list of individuals, in particular, included Deputy General Director of Rostec Dmitry Lelikov, founder of Lobaev Arms Vladislav Lobaev, head of the Voskresensk Aggregate Plant Alexander Sychugov, and General Director of VNIIR Progress Vladislav Kostin.

In addition, Japan imposed sanctions against four companies from Turkey and the UAE, as well as 35 vessels of the Russian shadow fleet.

The new package was the first major expansion of Japan’s sanctions against Russia in more than a year. Tokyo introduced the previous restrictions on September 12, 2025.

It was previously reported that Russian leader Vladimir Putin visited Iturup Island, part of the Kuril archipelago, which is claimed by Japan. Tokyo said it considered the island its territory and protested to Moscow.
