Drapatiy began personnel changes in the General Staff: who did he appoint?

After the appointment of Mykhailo Drapaty as Commander-in-Chief of the Armed Forces of Ukraine, there was no large-scale personnel “revolution”, but spot changes are continuing in the top military leadership. According to media reports, Artem Martynenko and Serhiy Sobko received new roles.

According to the publication, Artem Martynenko, who is called one of the architects of the DELTA combat control system, has been appointed Deputy Commander-in-Chief of the Armed Forces of Ukraine. He will be responsible for digital transformation and innovation.

Another temporary acting deputy commander-in-chief, according to RBC, was Brigadier General Sergei Sobko.

The publication’s sources emphasize that Drapatiy did not massively dismiss commanders and staff officers who worked for his predecessor, Oleksandr Syrsky.

Instead, the approach to personnel decisions itself has changed. According to RBC’s interlocutors, the commander-in-chief has begun to more actively promote military personnel from lower levels of the army hierarchy to high management positions.

Some sources believe that such a “personnel elevator” allows for faster promotion of strong specialists, without being rigidly tied to age, rank, experience, or specialized military education. Other interlocutors, however, draw attention to the risk of a lack of experience in managing large military formations.
