He said the region had been hit by a massive drone attack. He said the strike caused a fire at an oil refinery. At another facility, a warehouse and vehicles were damaged.

According to preliminary information, there are no injuries. Russian authorities are currently assessing the damage.

Ryazan is home to the Ryazan Oil Refining Company (RNPK), a subsidiary of Rosneft. It is one of Russia’s largest oil refineries with a design capacity of about 17–18.8 million tons of oil per year.

Meanwhile, a fire is still burning at the Novoshakhtinsky Oil Products Plant oil terminal in the Rostov region of Russia. The fire began after an attack on the night of October 10. According to Exilenova+, an oil tank is still burning, and another tank exploded there the day before.

As a reminder, President Volodymyr Zelensky, after a three-day break, which Kyiv adhered to at the request of the United States, stated that Ukraine would resume attacks on Russian oil refineries because Moscow had not stopped its attacks on Ukrainian energy.
