MP Yaroslav Zheleznyak reported on a possible scheme involving the sale of electricity to NNEGC Energoatom, which, according to him, resulted in the state-owned company losing approximately 2 billion hryvnias, while private traders profited.

According to the parliamentarian, this refers to an abnormally large sale of electricity at old prices in anticipation of a sharp increase in price caps, which, according to Zheleznyak, was known to a limited circle in advance.
“The same people, connected to the management of Energoatom and the National Commission for State Regulation of Energy and Public Utilities (NKREKP), orchestrated a quick sell-off of electricity, while their close traders bought volumes three to four times larger than usual and resold them at a significantly higher price within a few days,” the deputy wrote.
According to Zheleznyak:
- January 8 – the idea of raising price caps is voiced for the first time at the anti-crisis energy headquarters;
- January 12–13 – the National Commission for State Regulation of Energy and Public Utilities (NKREKU) publicly announces that it does not plan to change price caps;
- January 14 – Energoatom sells 2,100 MW of base load at auction at an average price of about UAH 7,566/MWh;
- January 15 – the government recommends raising price caps by almost 83%;
- January 16 – The National Commission for State Regulation of Energy and Public Utilities decides to increase price caps;
- January 21–22 – prices on the day-ahead market rise to 11,484–13,233 UAH/MWh.

As a result, according to the deputy, Energoatom lost approximately 2 billion hryvnias, while traders received excess profits.
“This happened during widespread power, heat, and water outages. The state lost money, but private entities gained profit,” Zheleznyak emphasized.
He also said that some traders had increased their purchases by 300-466% and promised to release more details.
