“Energy Truce”: How Russia Can Use a Week-Long Moratorium to Its Advantage

The American Institute for the Study of War has analyzed claims about a possible one-week moratorium on strikes on Ukraine’s energy infrastructure, announced by US President Donald Trump after a conversation with Vladimir Putin. Analysts believe that such a pause could allow Russia to accumulate resources for further attacks.

As is known, US President Donald Trump said that Russian President Vladimir Putin agreed to a week-long moratorium on strikes on certain Ukrainian energy infrastructure facilities, but the specific terms of the agreement remain unclear.
At the same time, Russian military bloggers claimed that the moratorium allegedly applies to all targets in Kyiv and the region, as well as energy facilities throughout Ukraine.
Analysts at the Institute for the Study of War note that a short-term moratorium is not a significant concession from Russia, as Moscow has previously offered similar temporary pauses without agreeing to a long-term ceasefire.
“A temporary moratorium on long-range strikes could be beneficial to the aggressor country if both Russia and Ukraine participate in the moratorium. Russian forces could build up arsenals of drones and missiles that could later be used to launch combined strikes — until Ukraine stops its attacks on Russian energy infrastructure,” ISW analysts said.
The report also notes that the Kremlin has previously used short-term ceasefires as part of information campaigns , trying to demonstrate a willingness to compromise while rejecting calls from Ukraine and the United States for a lasting cessation of strikes on civilian infrastructure.
At the same time, bloggers associated with the Russian authorities stated that the ceasefire was temporary and related to the next round of negotiations in Abu Dhabi, scheduled for February 1.
Other Russian bloggers also criticized the moratorium, but noted that its short duration would allow Russia to continue attacks on Ukraine’s energy infrastructure later.
Some bloggers have also argued that Russia’s war against Ukraine is part of a broader conflict and that possible concessions could be used to achieve further goals.
By the way, Ukrainian President Volodymyr Zelensky confirmed the agreement on the so-called “energy truce” with Russia for the period of winter cold.
As previously reported, People’s Deputy Oleksiy Honcharenko confirmed that there are agreements between Ukraine and Russia on an “energy truce.”
As a reminder, Kremlin spokesman Dmitry Peskov refused to comment on information spread online about an alleged “energy truce” between Ukraine and the Russian Federation.
